Upper black fork covers - can they be added?

Just curious whether the upper black fork covering tubes are easily added without dropping the entire lower forks\wheel? I assume - No
Pros and cons with having those covers?

I had mine custom made and fitted by Rogue Motorcycles in (Western) Australia. He said that it was a shit of a job to do and wouldn’t do another one…
