35 kw engine restriction

Hello

I saw that BMW can sell the R18 restricted to 35 kW (47 hp in Europe).
Do you know how the restriction is done:
  1. The old-school way with plastic parts blocking the air intake or throttle rotation
  2. Or is it completely electronic?
