Yearly Road Tax badge holder. In the UK we used to have these mounted on the bike, mainly on the steering column. Thank goodness we moved with the times and it is now done electronically, so no need to display them anymore, it is now linked to your number plate.
I am aware that some countries still using this system, mainly ex British colonies.
