Fitting risers / upper triple tree : advice needed.

Need some advice in fitting risers ; to fit the riser retaining adapters which slide in from the underside of the Upper fork cross brace ( black upper triple tree ) , it appears that the silver headstem ring under the Upper fork cross brace prevents me from doing this ( sits out a few millimetres from head stem - picture 2 ). The riser adapter is the same diameter as the original hole in the U.f.c.b. and has a lip at the base and fouls with the silver headstem ring ( can’t push it up into hole ). Can l loosen the 2x bolts ( after removing black fork sealing caps - picture 4 ) and the head stem nut to then lift the Upper f.c.b. / triple tree off the top of the forks so as to slide adapter into place ( leaving front end in place ) ? Or do l have to remove the wheel/ front forks etc FROM the triple trees first, then do what l proposed above ?
