Flap Valve

I unhooked the cables to one flap valve in my exhaust. They seem to be in the open position.
I ran the bike, turned the valve with no difference in noise.

I put it back together like it was.

How did it effect the gas mileage?

I did not drive it enough to check gas mileage.
