Front axle seized in - any ideas?

I need to remove the front wheel so I got the usual kit out - 12mm and 22mm hex - loosened the Torx bolts & removed the left hex easily but cannot shift the axle at all. I have tried everything - WD40, blowtorch on the axle, breaker bar on the 22mm, whacking it wiv a big 'ammer from the left side and still no luck. I can get it to turn very slightly with the breaker bar but there is no way I can get the axle out.
Any ideas guys?
 
The quick-release axle should slide out, once the threaded counter screw is removed; but, all clamping screws need to be loosened - there are two on each lower leg.
