Handlebar clamp bolts

And.... maybe..... one side pulls tight and then the other is tensioned leaving a small air gap....... this might be on my r9t though....
 
From what I found when I adjusted my bars it is 19Nm unless you are fitting the OEM risers or accessory top clamps then it rises to 24Nm according to the instructions I found. All instructions state to finger tight front bolts then rear, then torque front bolts fully before the rear. Gap left to the rear only.

I learned years ago to go firm snug with a BMW. Going by feel may not be advised but it has worked for me.
