I need confirmation... 16" classic front fits base 19" model?

I have read almost every post on wheel swaps and it sounds like a direct swap... just so I am 100%

Sooooo many used bikes have me considering the best value and modifications to make whatever I get, mine.

- if I buy the FE, 100 anniversary, or base (with alloy wheels) will the classic 16"/16" spoke wheels be a direct swap?
- according to posts the fenders work with said swap
-any unique spacers or parts needed besides rims with bearings and voila'
