Jamming in 2nd gear

I have a strange one since BMW UK deactivated reverse gear this problem has started . While riding say in 4th gear you press the brakes slowing down going down the gears before coming to a stop when you reach 2nd gear it dont want to shift down. I have had to come to a complete stop to shift 1st or neutral. Its now a regular thing been back and fouth to ~Bmw we cant replicate the fault...

You're saying it's a "regular thing", meaning it is happening often..? However, it just doesn't happen when you take it to your BMW service shop...?

You can try inspecting the area in and around the Reverse module and associated wiring; perhaps the heavy gauge wiring is interfering with the gear shifter linkage? Remove the panel that houses the 12 V plug, as well as the lower heat shield off of the exhaust.

Next remove the foot pegs, as well as lower engine case covers that hide the Reverse motor and associated wiring.. (poke around on the forum for examples of the Reverse discussions with pictures, in order to gain some insight visually)

Did the shop do any other work on the bike, in addition to the Reverse Recall?

Maybe check your clutch fluid reservoir, make sure it's not low fluid wise and no air bubbles in the line (completely unrelated to the Reverse Recall work)

Something is not right and I don’t think it is mechanical if the gear box hasn’t been abused or the second gear has been damaged.
If it happened after the reverse gear recall job was done, then it is most likely that something is interfering with the external linkage like Scott pointed out.
What are they doing differently that they cannot replicate the fault? Do you trust the dealership? They could tell you they took the bike for a ride and it worked as intended in order to fob you off.
Where did you buy yours from, Park Lane?
 
It has never happened to me and I also got the reverse gear recall done. I am wondering if when they disabled the reverse module something was done to the linkage that now has the shift mechanism misaligned or something and somehow affects the second gear downshifting but not up shifting?
May not be related but some owner have complained about the reverse gear not engaging and the R symbol flashing on the dash. The answer/work around has been to rock the bike back and forth to release the tension and then it works. This wasn’t because the reverse gear recall, it seems to affect some bikes more than others, maybe the first edition ones, I can’t say for certain. Mine thankfully never does this. I believe it warrants a further investigation. If you have a go pro or similar device that could take a video when you downshift and share it, not only as proof to Motorrad that the issue is real but also maybe someone here could offer a better explanation.
