Tariffs should be paid at passing customs in the US. It should be an 'automatic' process charging the buyer.

Potential problems are that either or both seller and shipping company may refuse or want the tariff paid upfront to avoid them holden the candle or receiving the goods back.

Was/is the same in the EU with buying from the UK after Brexit. This was tricky for 2, 3 years but has no all but sorted itself out with the seller delegating to the shipping company who then charge the buyer. I am currently at that about the HEX Ezcan.
The downside for the buyer is that import tariffs are paid over the product, shipping and admin fees. I thus try avoid buy from outside of EU for several reasons. Luckily BMW Europe being EU.
 
Both UPS and Fedex have started sending out tariff invoices. Adds a substantial amount to cost of goods. I ordered a jacket, armor, and a neck warmer from Gold Top in the UK. Tariff is coming out to an average of 22%. I don't have a choice as Gold Top isn't available in the US otherwise. Most goods here have substantially gone up in price and now I see that a good portion of that is due to tariffs being passed onto consumers.
 
Ordered a stainless steel pro-race exhaust. After watching them get held up for a couple of weeks now with fedex. Steel and Aluminum require extra information as of amount of metal and country of origin of metal. In hindsight I should have ordered the titanium as that would've just been the standard tarrif. Note: if the country of origin is unknown there is a 200% tarrif on the value of the Steel. I haven't seen a bill from FedEx yet. But they just released them after 14 days of holding for need of more information. I'll let you know how this turns out.
 
I was looking at the frame cover at Hornig. The shipping & tariffs are more than the part. I had to pass.
